Electoral Review of Rushcliffe Borough

Good morning,

As you may have seen in the local media, The Local Government Boundary Commission for England has launched a public consultation inviting proposals to maintain the current pattern of electoral wards for Rushcliffe Borough Council.

This includes their recommendation that 44 councillors should continue to be elected to the Council in future instead of a previous proposal to the authority it could increase to 46 in line with the Borough’s increasing populations.

They are now inviting proposals from local councils, interested parties and members of the public until July 19, 2021 and you can have your say at https://consultation.lgbce.org.uk/have-your-say/27236 which contains links to guidance and maps of the current wards.

The Commission are also giving more information about the review and answering questions at a community online briefing on Monday May 24 at 6pm designed to inform a wider group of stakeholders about the current position and gain a better understanding of our communities’ make-up.

You can watch the live briefing and ask questions and the video will be available after the meeting.

The authority have highlighted in drawing up a pattern of electoral wards, they must balance the three statutory criteria they are required to follow:

  • Make sure that, within an authority, each councillor represents a similar number of electors
  • Create boundaries that are appropriate, and reflect community ties and identities
  • Deliver reviews informed by local needs, views and circumstances

They plan to publish proposals for new electoral arrangements in October with further consultation planned between then and December and intend to publish final recommendations in March 2022.

 

 

Chairman’s Report 2020-2021

Langar cum Barnstone Parish Council – Chairman’s Report

It has been a very challenging year for everyone around the world.  The wide spread of the coronavirus at the outset of 2020 led to a nationwide lockdown, the closure of schools, businesses, leisure activities, community buildings and play parks.

I would like to thank all of the volunteers throughout the parish that rallied around to provide support and services during this extremely difficult time. Your contributions have been invaluable, and you have truly demonstrated what a fantastic community we live in.

As we approach the end of April 2021, I am optimistic for the future.  The national lockdown appears to be lifting, and we can begin to get back to some sense of normality.

Throughout the year the Parish Council has continued to operate to the best of our ability.  Monthly meetings have been held via video conferencing.

This report focuses on summarising those activities undertaken by the council during the last year.

Council Members

Cllr Jason Hollands resigned in December 2020.  This left two open vacancies on the council.  These vacancies were filled by co-option following interviews in March 2021.  The new members to join the council were Cllrs John Crosby and James Barlow.

Council Staff

The Parish Council currently employs three part time staff, including the Parish Clerk, Lengthsman and Litter Picker.  I am very grateful for all their hard work over the last year.  It’s a great team.  They work extremely hard to keep our villages, services and administration in good working order.

Planning

The Parish Council acts as a consultative body for Rushcliffe Borough and Nottinghamshire County Council’s Planning departments.

Each month, (excepting August), Parishioners have an open invitation to attend Council meetings, to share their opinions on planning and other matters. These open sessions last for fifteen minutes and help to inform councillors on public opinion.

Where the matter relates to planning, the parish is but one voice.  We are not the decision makers, but our comments (along with those of other members of the public) might help to inform it.

Over the last year we have continued to review all local planning applications in the interest of the parish.

Facilities

The nationwide lockdown has restricted Parish Council income streams during the last year.  This is understandable given that organisations haven’t been able to use the village hall or outdoor sports facilities.  The Parish Council has been working hard to minimise this impact and to ensure we can offer these facilities at the earliest opportunity.

Over recent years the Parish Council formed a Village Hall Development Committee.  This committee continues to make steady progress with existing plans to build a new village hall facility to meet the growing needs of a busy, active, modern community.   During the last year they commissioned surveys to understand community requirements.  They have also been looking at funding streams to support the project.

We have completed the phase 1 re-build of the new children’s play park area in the centre of Barnstone.  I am delighted to report that funding for phase 2 of this exciting project has now been achieved.  This now has the makings of a really wonderful play area for the children of the parish.  I am very grateful for all the work of the Play Park Group and all the generous funding streams that have bought this project to fruition.

The Parish Council has continued to provide the local structure for developing and maintaining public amenities such as our play parks, public spaces, war memorial areas and defibrillator machines.

We are proud to support community groups and events (where possible) to help foster inclusion and goodwill in our community.

 

I will be stepping down from the Parish Council in May after 4 years’ service. During my time on the council I have learned a great deal about local government, planning and services.  I am very grateful for the support of my fellow Parish Councillors and that of the Borough and County Councillors.

It has been a privilege serving the parish over the years and I wish my successors well in their future endeavours.

His Royal Highness the Duke of Edinburgh

Please see an update below following Her Majesty The Queen announcing the death of her beloved husband, His Royal Highness The Prince Philip, Duke of Edinburgh earlier today.

At Rushcliffe Arena, flags were lowered to half-mast shortly after the announcement and will be until further notice.

Mayor and Leader’s reaction to today’s announcement

Our Mayor Cllr Sue Mallender said: “It is with great sadness to learn of the passing of HRH Prince Philip who has been a figure in all our lives for as long as many of us can remember.
“We share the Royal Family’s mourning for his loss and will be informing residents in due course how they can pay their respects to acknowledge his life and passing.”

Our Leader Cllr Simon Robinson said: “Our thoughts are with Her Majesty The Queen, the Royal Family and everyone who knew His Royal Highness Prince Philip, Duke of Edinburgh, at this incredibly sad time.

 “Please continue to check our website www.rushcliffe.gov.uk that will inform residents how they can pay their respects to His Royal Highness.”

 

Online Book of Condolence

An online Book of Condolence is now available for all Rushcliffe residents to sign on our website as they wish here until further notice.

Messages will appear on the same page for all to view as soon as possible.

In person Book of Condolence

An in person Book of Condolence will be available at Rushcliffe Arena, Rugby Road, West Bridgford, NG2 7YG from Monday April 12 from 10am to 4pm each day until further notice for all Rushcliffe residents to sign as they wish.

This is in line with Rushcliffe Arena leisure centre opening as part of the Government’s COVID-19 roadmap and will be in a COVID secure area.

Parish Councils can open book of condolences as they see fit but are advised to make any in person books available in COVID secure public areas.

National Book of Condolence

An online national Book of Condolence is expected to be launched at https://royal.uk soon.

Flowers

Following advice from the Royal household and Cabinet Office there is a request for people not to gather or lay flowers amid the coronavirus pandemic.

In agreement with other Nottinghamshire Councils, the Council is therefore following this advice at this stage and we will of course keep this under review.

Council meetings

It is at Parish Councils’ discretion if Council meetings should continue until the Prince’s funeral.

If they go ahead it is advised to hold a minute’s silence prior to the start of the meeting but the decision to cancel or run is of their choosing.

New local shop at Granby – Dragon Street Stores

January 25th, 2021

Just to let you know that there is a new convenience shop at The Marquis of Granby, called Dragon Street Stores.

They have in stock fresh produce (milk, eggs, bread), fresh fruit and veg, beer, wine, spirits and lots of essentials from toilet roll to pasta to pet food.

Current opening hours are Wednesday, Thursday, Friday 6-7pm and Saturday 12-1pm. However as based at the pub, If you need anything then just call the pub number or ring the doorbell.
